Our call — see the breakdown

The race

Decided earlier — Casa Grande holds no November 3, 2026 election for mayor or council. The city states it plainly: "Casa Grande will not hold a General Election for Mayor or City Council this November as all four seats were decided in the Primary Election on July 21, 2026. In accordance with Arizona law and City Ordinance No. 3059, candidates receiving the required majority of votes cast for their respective offices are declared elected at the Primary Election." Mayor Lisa Navarro Fitzgibbons was re-elected; council seats went to Anthony Edwards (re-elected), Matt Herman (re-elected), and Billie Davis (elected). They are sworn in at the December 7, 2026 council meeting. Casa Grande's only November 3 local item is Proposition 407, the APS franchise agreement, covered in our measures coverage.

The official Pinal County primary results give the scale: Fitzgibbons, the sole mayoral candidate on the ballot, received 6,919 votes. For the three council seats — also with exactly three ballot candidates — Edwards received 5,908, Herman 5,509, and Davis 5,353.

The candidates

Lisa Navarro Fitzgibbons — mayor, re-elected. Fitzgibbons was the incumbent and the only candidate who filed for mayor; her current term ran 2025–2026 under Casa Grande's two-year mayoral cycle. She faced write-in votes only (150 recorded). No challenger tested her record in this cycle, and no campaign platform fight exists in the sourced record to price.

The council three — Edwards, Herman, Davis. Edwards and Herman were incumbents re-elected to seats they had held since 2023; Davis is the newcomer, taking the third seat (incumbent Robert Huddleston's seat was the one that turned over). Davis took the GoodParty.org pledge, per that listing. As with the mayor's race, the field was exactly as large as the number of seats, so no candidate was eliminated by voters.

OUR CALL

Our call: no November call — the race was decided July 21, 2026, and we record the outcome, not a pick. Fitzgibbons (mayor), Edwards, Herman, and Davis (council) are elected and take office December 7, 2026. On the record verified here — uncontested filings, official vote totals, and the city's own statement of the majority-at-primary rule — there is no affirmative contested record that would support a retroactive endorsement or a retroactive rejection, and we do not manufacture one. Casa Grande voters with a November decision still have one: Proposition 407.
