Our verdict

LiberalMind endorses James Gallagher

Election Day is Tuesday, November 3, 2026, and California's mail ballots are already in voters' hands. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

California's 1st District is the strangest seat in this set. Its 2024-elected incumbent, Rep. Doug LaMalfa (R), died on January 6, 2026. James Gallagher (R) won the June 2, 2026 special election to finish the term — 62.1%, sworn in June 10 — under the old district lines, where LaMalfa had won in 2024 by roughly 30 points. But November's full-term election runs under the Proposition 50 map voters approved in November 2025, and on those lines Cook's 2026 PVI is D+7 — the seat flipped from safe Republican to Democratic-leaning without a single general-election vote being cast. (A competing framing from the Progressive Voters Guide puts the new lines at Harris +12 in 2024 — a different metric, same direction.) In the June 2 regular primary under the new lines, Gallagher and Mike McGuire (D) advanced.

James Gallagher (Republican)

The record: Gallagher served in the California State Assembly from December 2014 until June 2026, including as Assembly Minority Leader (2022–2025), and before that on the Sutter County Board of Supervisors (2009–2014). He is an attorney and a partner in a family farming operation. His House tenure began June 10, 2026.

Pros: A decade of legislative leadership in Sacramento, a rural-agriculture biography that matches the district's farming economy, and an actual special-election verdict — voters just chose him in June.

Cons: His House record is five months long, and the map he must now win on was drawn to retire him: the new lines rate D+7.

The flaw, plainly: Gallagher's flaw is arithmetic, not conduct — a proven legislator running for a full term in a district redrawn against him. Nothing in his located record cuts against our values.

Mike McGuire (Democratic)

The record: McGuire has been a California State Senator since December 2014 and was Senate President pro Tempore (February 2024 – November 2025) after serving as Majority Leader. He sat on the Healdsburg School Board at 19, then its City Council and mayor's office, then the Sonoma County Board of Supervisors. He first fundraised for Insurance Commissioner in 2026, switched to this race in November 2025, and lost the June special election for the old seat. JoinCalifornia notes he was an author of ACA 8 (2025), the "Election Rigging Response Act" that authorized the Prop 50 redistricting itself.

Pros: The second-most-powerful Democrat in the State Senate until last year, with two decades of elected service at every level of local and state government.

Cons: His record is his party's program executed from its leadership — and he co-authored the constitutional amendment that produced the map now tilting this seat his way.

The flaw, plainly: McGuire's flaw is the program plus the pen: a party-leadership incumbent-in-waiting asking voters to ratify a district he helped draw for his party's benefit. No documented break with his party toward our values appears in the file.

OUR CALL

LiberalMind endorses James Gallagher.

Gallagher is proven in elected office, aligned, and already holds the seat by a special-election verdict. McGuire is a capable legislator whose record is his party's program — the exception is earned by breaks toward our values, and none is documented. The D+7 lines say McGuire is favored; the call answers a different question: which of these two should a conservative voter in the 1st District send to Washington. The one they already sent in June.
