LiberalMind endorses Kevin Kiley
Election Day is Tuesday, November 3, 2026, and California's mail ballots are already in voters' hands. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.
The setup
California's 6th District has the only non-major-party nominee in this entire 24-district set. Rep. Kevin Kiley was elected in 2022 as a Republican in the old 3rd District. When Proposition 50 redrew his seat, he chose to run in the new 6th — and in March 2026 he changed his affiliation from Republican to Independent / No Party Preference (compilations differ on the exact day — March 9 vs. March 19 — while agreeing on the March switch), stating he would continue to caucus with Republicans to keep his committee assignments. Cook's 2026 PVI for the new district is D+5 — drawn to elect a Democrat. The Democratic nominee is Richard Pan.
Kevin Kiley (Independent)
The record: Kiley has served in the House since 2023, after the California State Assembly (2016–2022). Located record items: he authored legislation to bar federal funding for California High-Speed Rail; in February 2026 he was one of six House Republicans voting to end the national emergency underpinning tariffs on Canadian imports; in May 2026 he supplied the 218th signature on the Ukraine Support Act discharge petition. The party switch itself is documented fact, printed here without a verdict attached to the label: he caucuses with the Republicans, which is where a House member's alignment is actually exercised.
Pros: A proven incumbent record, a Sacramento-suburban base, and the one thing that decides House power — his caucus vote stays with the conservatives.
Cons: The breaks in his record (the tariff-emergency vote, the discharge petition) show a member willing to defy his party's leadership; voters who want a guaranteed leadership vote should price that. And running as an independent in a D+5 seat is an uphill fight by design — the map's design.
The flaw, plainly: Kiley's flaw is independence as a habit: documented votes against his own leadership's position. We price that honestly — it is also not disqualifying, because his organizing vote and committee service remain with the Republican caucus, and the alternative is the other party's program entire.
Richard Pan (Democratic)
The record: Pan is a pediatrician and UC Davis professor who served in the State Senate (2014–2022, chairing the Health Committee) and Assembly (2010–2014). He is known in the Legislature for vaccination and school-safety legislation and ACA implementation work. His campaign states that more than 60% of the new district overlaps territory he previously represented.
Pros: A decade of legislative service, much of it representing this exact ground, and a health-policy résumé of real depth.
Cons: His legislative identity is his party's program — the vaccine mandates and ACA implementation he is known for are the Democratic platform in action, not a break from it. No documented break with his party toward our values appears in the file.
The flaw, plainly: Pan's flaw is the program, capably carried: a proven legislator whose proof runs the wrong direction for an exception.
OUR CALL
LiberalMind endorses Kevin Kiley.
Labels do not organize the House; caucuses do. Kiley caucuses with the Republicans, holds committee assignments through that caucus, and carries a proven aligned record. Pan is a serious legislator whose documented service is his party's program. The March 2026 switch is printed at full size, and it does not change where Kiley's vote sits when the Speaker is chosen.
