Our verdict

LiberalMind endorses April Verlato — as unproven in Congress, and on watch

Election Day is Tuesday, November 3, 2026, and voting is underway in California. This is the whole race — the records, the claims, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

California's 28th District is drawn on the Proposition 50 map, which governs the 2026 election; the in-effect PVI is D+14 (Wikipedia compilation of the Prop 50 map). The incumbent is Rep. Judy Chu (D), first elected in a 2009 special election and re-elected with 64.9% in 2024 under the old commission map (Wikipedia; Simple Wikipedia compilation). She took more than 60% of the 2026 primary vote (USResistNews compilation). The Republican nominee is April Verlato, the mayor of Arcadia.

Judy Chu (Democratic)

The record: Chu has held this seat since 2009 — seventeen years by Election Day (Wikipedia). Her 2024 re-election margin was 64.9%, and she cleared 60% again in the 2026 primary.

Pros: Deep incumbency and a consistently large vote share; she is a known quantity in the district.

Cons: No documented break with her party toward conservative values appears in the record we could verify. The Manchin exception is earned by breaks in service, and none is documented in this file.

The flaw, plainly: Chu's flaw is the caucus at length: an organizing vote for the Democratic majority, cast for seventeen years, with no verified break toward our values to discount it.

April Verlato (Republican)

The record: Verlato is the mayor of Arcadia and a business owner — her ballot designation in the 2024 California Secretary of State certified list is "Mayor/Business Owner" (SOS 2024 list); Cook Political Report described her as "Arcadia Mayor" in 2024. No fuller 2026 record was located in this pass, and we say so rather than invent one.

Pros: A sitting mayor — proven in elected executive office inside the district — running under her own name and record of local government.

Cons: She has never held federal office, and a D+14 district is a steep climb for any challenger; the verified file on her is thin.

The flaw, plainly: Verlato is unproven in Congress — a watch-closely posture, never a demerit under our rules.

OUR CALL

LiberalMind endorses April Verlato — as unproven in Congress, and on watch.

A seventeen-year Democratic incumbent with no documented break toward our values does not earn the exception, and a proven mayor of our own side is the alternative on the ballot. The district's lean says she is likely to lose; our call is about who should hold the seat, not about who will.
