Our verdict

LiberalMind endorses Eric Ching — as unproven in Congress, and on watch

Election Day is Tuesday, November 3, 2026, and voting is underway in California. This is the whole race — the records, the claims, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

California's 31st District is drawn on the Proposition 50 map, which governs the 2026 election; the in-effect PVI is D+8 (Wikipedia compilation of the Prop 50 map). The incumbent is Rep. Gil Cisneros (D) — first elected in 2018, defeated in 2020, and returned in 2024. He won the 2026 primary with 94,805 votes (61.06%). The Republican nominee is Eric Ching, a former Walnut city councilor, who took 36,999 votes (23.83%) (all figures: Wikipedia primary results).

Gil Cisneros (Democratic)

The record: Cisneros served in Congress in 2019–2021 and again from January 2025; between those stints he was Under Secretary of Defense (Cook 2024 compilation; Wikipedia). He was elected in 2024 with 59.7% and took 61% of the 2026 primary.

Pros: A proven vote-winner in this district twice over, with executive-branch service at the Pentagon between his House terms.

Cons: No documented break with his party toward conservative values appears in the record we could verify. The Manchin exception is earned by breaks in service, and none is documented in this file.

The flaw, plainly: Cisneros's flaw is the caucus: an organizing vote for the Democratic majority, undiscounted by any verified break toward our values across two separate stints in the House.

Eric Ching (Republican)

The record: Ching (full name Eric J. Ching, per BallotReady) served on the Walnut City Council from 2012 to 2024 — twelve years of local elected office (Wikipedia). He was the runner-up for the old CA-38 in 2022 and 2024, and advanced here with 23.83% of the primary.

Pros: A decade-plus of elected local service; a persistent candidate who knows this region's voters and has carried the Republican line here before.

Cons: He has never held federal office, and his primary share — under a quarter of the vote — shows the size of the climb in a D+8 district.

The flaw, plainly: Ching is unproven in Congress — a watch-closely posture, never a demerit under our rules.

OUR CALL

LiberalMind endorses Eric Ching — as unproven in Congress, and on watch.

A Democratic incumbent whose verified file shows no break toward our values, against a Republican with twelve years of elected service in the district's own cities. The exception is not earned on this record, and the alternative is proven where proving is available to a challenger: at the ballot box, in office, locally.
