Our verdict

LiberalMind endorses Houston Brignano — as unproven, and on watch

Election Day is Tuesday, November 3, 2026, and voting is underway in California. This is the whole race — the records, the claims, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

California's 36th District is drawn on the Proposition 50 map, which governs the 2026 election; the in-effect PVI is D+21 (Wikipedia compilation of the Prop 50 map). The incumbent is Rep. Ted Lieu (D), first elected in 2014. He took roughly 61% of the primary vote; the Republican nominee, Houston Brignano, took about 15% (Progressive Voters Guide, citing primary results).

Ted Lieu (Democratic)

The record: Lieu has been in Congress since 2015 (first elected 2014) (Wikipedia; Progressive Voters Guide). His ballot designation on the Secretary of State's list is "United States Representative, 36th District" (SOS). He won the 2026 primary with roughly three-fifths of the vote.

Pros: A twelve-year incumbent with a secure hold on the district and a primary result to match.

Cons: No documented break with his party toward conservative values appears in the record we could verify. The Manchin exception is earned by breaks in service, and none is documented in this file.

The flaw, plainly: Lieu's flaw is the caucus: an organizing vote for the Democratic majority, with no verified break toward our values to discount it.

Houston Brignano (Republican)

The record: Brignano's ballot designation on the Secretary of State's contact list is "Technology Executive" (SOS). He raised roughly $5,100 per the Progressive Voters Guide's FEC summary. No prior elected office was located.

Pros: A technology-business background; the only ballot line that would not organize with the Democratic majority.

Cons: A five-thousand-dollar campaign in a D+21 district is a ballot presence, not a campaign in any operational sense, and we price it as such rather than pretend otherwise.

The flaw, plainly: Brignano is unproven — a watch-closely posture, never a demerit under our rules — with a campaign whose scale is itself the honest headline.

OUR CALL

LiberalMind endorses Houston Brignano — as unproven, and on watch.

The doctrine does not bend for long odds: a Democratic incumbent with no documented break toward our values does not earn the exception, and the Republican on the ballot takes the call on alignment. We print the odds with the call — in a D+21 district this is a statement of who should hold the seat, not a prediction of who will.
