Our verdict

LiberalMind endorses Christopher Lancia — as unproven in Congress, and on watch

Election Day is Tuesday, November 3, 2026, and voting is already underway in Connecticut. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

Connecticut's 3rd District, centered on New Haven, is held by Rep. Rosa DeLauro (D), in the House since 1991 — the longest-serving member of Connecticut's delegation. The Cook Political Report puts the district at PVI D+8 and rates it Solid D (Cook Political Report race finder). DeLauro was re-elected with 58.9% in 2024 (Wikipedia, citing Cook's 2024 House Vote Tracker).

On the printed ballot, per the Connecticut Secretary of the State's official 2026 General Election Voter Guide, are Rosa DeLauro (Democratic), Christopher Lancia (Republican), and Thomas Egan (Independent Party of Connecticut). Andrew Rice (Independent) is listed by Ballotpedia only as a registered write-in; his name is not printed on the ballot.

Rosa DeLauro (Democratic)

DeLauro has represented this district since 1991 and is the Ranking Member of the House Appropriations Committee (House Appropriations Democrats / House Democratic releases, 2025–2026) — the top Democrat on the committee that writes the House's spending bills. She was renominated without a contested primary; her only convention challenger was eliminated at the convention. Our research also notes, at compilation strength, her campaign's 2026 statement that she is no longer taking AIPAC money (Wikipedia compilation, from AIPAC's own site language).

Pros: Thirty-five years of incumbency and the Appropriations ranking seat — seniority that, for a district that wants it, delivers. She has won this district repeatedly and won it with 58.9% two years ago.

Cons: The seniority is the con, for our call. DeLauro is not a back-bencher who occasionally breaks with her party; she is her party's leadership on spending, with no proven break with the Democratic program, in service, on our values anywhere in this file. The Manchin exception requires exactly that break, and a ranking member's career is the opposite of one.

The flaw, plainly: DeLauro is an enabler at the highest level the word reaches in the House — a reliable party-line Democrat who helps write the program, not merely vote for it. Enabler is not extremist, and we do not call her one. It is the standing reason the exception is not earned.

Christopher Lancia (Republican)

Lancia is a law-enforcement professional from Milford. The Norwich Bulletin describes service in the U.S. Coast Guard and as a federal law-enforcement officer. Our research located no prior elected office.

Pros: A career in uniformed and federal law-enforcement service — service to the law itself, in a publication that backs the agencies that enforce it. The conservative direction against a three-decade incumbent, with no record against our values because he has held no office.

Cons: No prior elected office located, and no governing record to examine. The file is a service biography. Voters know the direction and the career; they cannot know the legislator, because he has never been one.

The flaw, plainly: Lancia is unproven — a watch-closely posture under our doctrine, not a demerit, and not a reason to withhold an endorsement the doctrine otherwise supports.

Thomas Egan (Independent Party of Connecticut) and the write-in

Egan, on the printed ballot on the Independent Party line, is an attorney based in Ansonia (Wikipedia compilation; Secretary of the State guide). Our research located no further record for him, and we print him at that length. Andrew Rice, the registered write-in, is a molecular biologist who was eliminated at the Democratic convention and filed to run as an independent (Wikipedia compilation). Ballotpedia lists him as a registered write-in only.

OUR CALL

LiberalMind endorses Christopher Lancia — as unproven in Congress, and on watch.

There is no exception case to weigh here. The incumbent's file shows leadership of the opposing party's program over 35 years, and no documented break toward our values in service. Priced at House weight, her organizing vote still goes to that program. Lancia is unproven in the exact sense the doctrine defines — never served, nothing proven against him — and he offers the conservative direction out of a law-enforcement career. We endorse the direction, on watch, and we say plainly that in a D+8 Solid D seat held since 1991, direction is what an endorsement here is.
