Our verdict

LiberalMind endorses John Rutherford

Election Day is Tuesday, November 3, 2026, and early voting is underway in Florida. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

Florida's 5th District, in Jacksonville, is contested on the state's new 2026 lines (map HB 1-D, passed April 29, signed May 4; a judge ruled May 26 that the map stays for 2026), where its PVI is R+10. Rep. John Rutherford (R), first elected in 2016, seeks another term. The Democratic nominee is Rachel Grage. Exactly two names are printed on the ballot — a third candidate, William Lintag Upham, qualified only as a write-in and is not a printed name. Rutherford raised $914,000 through October 14; Grage raised $448,000 (FEC compilations via VoteSee).

John Rutherford (Republican)

The record: Rutherford has been in Congress since January 2017 — five terms of service in the Jacksonville district, with the incumbent's standing and record that come with it.

Pros: A proven conservative incumbent with a complete record voters can read, in a district that has returned him repeatedly.

Cons: A decade in a safe seat produces few independence tests; the file locates no distinguishing break in either direction. Priced as the ordinary safe-seat caveat.

The flaw, plainly: No documented flaw in the file.

Rachel Grage (Democratic)

The record: Grage won the Democratic primary over Alex Hazen and Mark Heggestad, and has raised $448,000 — a credible sum for a challenger, roughly half the incumbent's total. No prior office was located, and no documented break with her party toward our values.

Pros: A contested primary won and a real fundraising operation — the most substantial challenger file in this corner of the state.

Cons: Money is not a record. She carries her party's program into an R+10 district with no service history in which an exception could be demonstrated.

The flaw, plainly: Grage's flaw is the caucus, attached to a well-funded but unwritten file.

OUR CALL

LiberalMind endorses John Rutherford.

A proven conservative incumbent against an unproven challenger carrying the opposing party's program. Grage's fundraising earns her campaign a serious sentence; it does not earn her party the seat.
