Our verdict

LiberalMind endorses Clay Fuller

Election Day is Tuesday, November 3, 2026, and voting is already underway in Georgia. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

Georgia's 14th District is the most Republican-leaning seat in Georgia: Cook's PVI is R+19, and Donald Trump carried it by almost 37 points in 2024. It is also a seat that changed hands this year. Rep. Marjorie Taylor Greene (R), first elected in 2020, resigned effective January 5, 2026, after a public break with President Trump. She is not the incumbent, whatever older rosters say.

The special election to succeed her is why the man on this ballot as the incumbent earned the label in April, not in a prior general election: the all-party special election on March 10 drew 21 candidates; Democrat Shawn Harris led the first round with 37.3% and Republican Clay Fuller took 34.9%; in the April 7 runoff, Fuller won, 55.9% to 44.1%. Fuller serves the remainder of the term through January 3, 2027, and November is a rematch of that special election: Fuller (R, incumbent) against Harris (D).

Clay Fuller (Republican)

The record: Fuller — Clayton Fuller in full — was the Lookout Mountain Judicial Circuit district attorney and is an Air National Guard lieutenant colonel and military attorney (JAG). He was endorsed by President Trump in the special election, won a 21-candidate scramble and then a head-to-head runoff against the same opponent he faces now, and has held the seat since April.

Pros: A prosecutor's and a JAG officer's record — proven in courtrooms and in uniform before politics; a special election won twice over (the scramble and the runoff) against this exact challenger; the incumbent's standing for the full term.

Cons: His congressional record is seven months long. The offices he held were appointive and prosecutorial, not legislative; the audit of Congressman Fuller is just beginning.

The flaw, plainly: A short congressional file — a watch item under our rules, not a demerit, for a man proven in two other arenas.

Shawn Harris (Democratic)

The record: Harris is a retired U.S. Army brigadier general whose final active-duty role was military attaché in Israel, and a cattle farmer. He was the 2024 Democratic nominee against Greene, losing 64.4% to 35.6%, then led the special-election first round and lost the runoff to Fuller. He raised about $6.5 million in the special-election cycle — over five times Fuller's roughly $1.2 million — and lost anyway.

Pros: A general's record is a real record: command, diplomacy, and a working farm. He is the strongest Democratic candidate this district produces, twice over, and he has now twice been the voters' second choice by wide margins.

Cons: In his campaigns our research located no documented break with his party toward our values — no Manchin-test material. He runs as a Democrat in a district that rejects what his party stands for, and the biography, however admirable, does not convert the program.

The flaw, plainly: Harris's flaw is the caucus. A vote for Harris organizes the House for the party this publication opposes, and his service record — real as it is — does not change what his vote would be.

OUR CALL

LiberalMind endorses Clay Fuller.

These two men have already run this race twice this year, and the district answered both times. Fuller adds to that verdict a prosecutor's and an officer's record behind the conservative direction; Harris adds a general's biography behind the opposing party's program, with no documented break. In the House, we do not endorse biographies against platforms.
