Election Day is Tuesday, November 3, 2026, and voting is underway in Missouri. This is the whole race — the records, the claims, and what the sources actually show. Read the research, and decide which flaw you can live with.
The setup Geography is map-dependent, and this article uses the general-election map. Under the 2022 map that governs November, the district is the inner-ring Kansas City metro — nearly all of Kansas City south of the Missouri River, including Independence. The 2025 map would have dismantled this strongly Democratic seat and was the explicit target of the redistricting fight; it is not the map used in November. Missouri map rule: primaries ran under the 2025 map; the general election runs under the 2022 map (Missouri Supreme Court, Sept. 3, 2026; U.S. Supreme Court stay, Sept. 25, 2026). Cook PVI is D+12 and Cook rates it Solid D (Sept. 11, 2026). Incumbent Emanuel Cleaver II (D), in office since Jan. 3, 2005 and re-elected with 60.2% in 2024, is running. On the ballot, at compilation strength: Emanuel Cleaver II (D), Rick Brattin (R) and Randall "Randy" Langkraehr (L). A certified Secretary of State pull is still owed.
Emanuel Cleaver II (D) The record: Eleventh-term member; former mayor of Kansas City (1991–1999) and United Methodist minister. Ranking Democrat on the Financial Services Subcommittee on Housing and Insurance in recent Congresses and a senior Financial Services member; former chair of the Congressional Black Caucus (2011–2013) — committee detail at compilation strength, to be re-verified pre-print. Renominated unopposed. Endorsed by AFGE, Missouri AFL-CIO, NEA, J Street and Planned Parenthood Action Fund. Raised $1.30M through June 30, 2026 (FEC). Pros: Two decades in the House plus a mayoralty — deep institutional experience. Cons: That record is with his party; the file locates no proven break with his party on our values in service. The flaw, plainly: A long-serving, reliable Democratic vote, with no Manchin-test exception documented.
Rick Brattin (R) The record: Missouri state senator from the 31st district (2021–present); former state representative; Marine veteran; previously ran for MO-04 in 2022. Won a six-candidate Republican primary with 45.0% over former Boone County Clerk Taylor Burks (26.3%), despite Burks substantially outraising him ($1.15M to $313K through June 30). Endorsed by President Trump, Gov. Mike Kehoe, Club for Growth and Missouri Right to Life. Pros: In-tent Republican with state legislative service and military service; won despite a large fundraising deficit. Cons: The file locates no proven in-service flaw heavy enough to contest the endorsement. The flaw, plainly: None demonstrated in this file.
OUR CALL LiberalMind endorses Rick Brattin.
Brattin is not unproven — he has a state-senate and state-house record, and this file shows no heavy proven flaw in it. Cleaver offers experience, but no documented exception that would overcome party under our doctrine. Randall "Randy" Langkraehr (L), a business owner, is noted in the roster; the file gives him no fuller record.
