Our verdict

LiberalMind endorses Virginia E

Election Day is Tuesday, November 3, 2026, and voting is already underway in New York. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.

The setup

New York's 25th District is Rochester — all of Monroe County plus Victor and East Bloomfield in Ontario County. It is held by Rep. Joseph Morelle (D), in office since November 13, 2018. The district leans D+10 in the Cook Political Report's CPVI (2025), rated Solid D. Enrollment as of February 2025 (New York Board of Elections via PagPol) was 219,964 Democrats, 138,155 Republicans, and 149,592 unaffiliated.

The general-election roster, per the BallotReady general-election list, is two names: Joseph "Joe" D. Morelle (D, Working Families) and Virginia E. McIntyre (R, Conservative). One other filer circulates under two name forms — "Kloud Walton" in Wikipedia's campaign-website list and "Daelin Walton" in filed paperwork; neither form appears in the BallotReady general-election list, and Walton is treated in the research as not on the ballot. We note it only to say so. This district's roster rests on BallotReady and post-primary compilations; the certified Board of Elections list was not directly retrieved in the research pass, and we say so.

Joseph Morelle (Democratic, Working Families)

Morelle won this seat in 2018 in simultaneous special and general elections, succeeding the late Louise Slaughter. His margins since, per the PagPol certified-results compilation: +18.0 in 2018, +20.2 in 2020, +7.7 in 2022 against former Rochester Police Chief La'Ron Singletary, and +21.6 in 2024 (60.8%). He holds a ranking-member-level role on House Administration at compilation strength — we print the role at that strength and not as a verified title. He won the June 23, 2026 primary with 24,053 votes over Robin Wilt (11,693) and Sherita Traywick (2,290), per the Monroe County Board of Elections certified count via PagPol.

That is eight years of proven incumbency and four defended elections. It is also, on the file, eight years with no documented break with his party on our values in service — the only currency the Manchin test accepts. Proximity to election administration as a senior committee Democrat is a responsibility, not a break.

Pros: A durable incumbent who has won every kind of race this district offers — special, general, a contested primary, and one genuinely close general in 2022; deep roots in a district he has now represented for eight years.

Cons: No exception case on the verified record; his organizing vote is as reliable as his margins.

The flaw, plainly: Morelle's flaw is the standing one, proven over eight years — reliable service for the opposing party with no documented break toward our values.

Virginia McIntyre (Republican, Conservative)

McIntyre is a Monroe County Legislator, per Wikipedia — an elected county office in the very county that is most of this district. Her campaign frames an outreach strategy aimed at dissatisfied Democrats and unaffiliated voters (Rochester Beacon) — a strategy that matches the enrollment math above, where unaffiliated voters outnumber Republicans. She had raised only about $26,635 through June 3, 2026 (FEC via Wikipedia). She is proven at the county level and unproven in Congress; both halves print.

Pros: An actual elected record, in the district's own county legislature — the only challenger-side elected office in this part of the set; a campaign strategy aimed at exactly the voters (dissatisfied Democrats and the 149,592 unaffiliated) who would have to move for this seat to move; the conservative direction on both fusion lines.

Cons: $26,635 is a token war chest against an incumbent who won his last race by twenty-one points; a county record is a real record, but it is not a congressional one, and this pass did not audit her legislative tenure.

The flaw, plainly: McIntyre's flaw is scale — a county legislator's platform and a five-figure treasury against an eight-year incumbent in a D+10 district.

OUR CALL

LiberalMind endorses Virginia E. McIntyre — as unproven in Congress, and on watch.

The incumbent's record is the most complete in this part of the set — margins, primaries, committee seniority, all verified — and completeness is what settles it: a fully documented eight years containing no proven break toward our values earns no exception. Against him stands a sitting county legislator from the district's own county, running an outreach strategy aimed at the voters our mission exists to move, with a real if narrow record and a candidacy priced honestly at long odds. In the House, where the organizing vote weighs lighter, we endorse the county legislator over the fixture — as unproven in Congress, and on watch.
