LiberalMind endorses Tony Guy
Election Day is Tuesday, November 3, 2026, and voting is already underway in Pennsylvania. The raters describe this district two different ways. We print both — the disagreement itself is the setup.
The setup
Pennsylvania's 17th District — all of Beaver County plus parts of Allegheny County — is held by Rep. Chris Deluzio (D), in office since January 3, 2023, seeking a third term. Cook's Partisan Voting Index is D+3, the thinnest Democratic lean in this Pennsylvania set. The characterization conflict prints unresolved, exactly as the sources carry it: Spotlight PA's guide rates the race Solid Democrat (Cook), while WESA's voter guide describes a long-standing potential swing district — Beaver County trending Republican, the Allegheny suburbs favoring Democrats — that raters have watched far less closely than PA-07, PA-08, or PA-10. A D+3 district labeled "solid" is a label, not a fact; the fact is the D+3.
Chris Deluzio (Democratic)
Deluzio is a U.S. Naval Academy and Georgetown Law graduate and an Iraq War Navy veteran with multiple deployments. Before Congress he worked as a voting-rights attorney (Brennan Center for Justice; University of Pittsburgh cyber center). He serves on Transportation & Infrastructure and Armed Services and is the lead-sponsor profile behind the Railway Safety Act, written after the East Palestine derailment; his campaign bio counts 54 bills introduced (Beaver County Times). He cosponsored H.R. 12, the Women's Health Protection Act (Right to Life PA sponsor list), and holds a Working Families Party endorsement — an endorsement only, since Pennsylvania has no fusion voting (Axios, via Spotlight PA).
Pros: A serious résumé — combat veteran, real legislative work on rail safety in a district that borders the derailment's fallout, two terms of incumbency.
Cons: His pre-congressional career was in the voting-rights litigation world of his party's legal infrastructure, and his congressional record contains no documented break with his party toward our values. The Railway Safety Act is competence; competence is not an exception.
The flaw, plainly: Deluzio's flaw is the caucus with a good résumé: the better the incumbent, the more his seat is worth to the party this publication opposes — and nothing in his file prices him as anything but theirs.
Tony Guy (Republican)
Guy has been the elected Sheriff of Beaver County since 2016 — a decade of winning countywide elections in the district's Republican-trending half. Before that he was a Pennsylvania State Police sergeant and a private-sector security officer; he lives in Hopewell Township (Spotlight PA; Beaver County Times).
Pros: A proven elected law-enforcement executive, re-elected by the district's own voters for ten years, running in a D+3 seat — the strongest challenger profile in the Pennsylvania batch.
Cons: This is his first federal race, and a sheriff's record, however proven locally, is unproven in Congress. The endorsement below prices that honestly.
The flaw, plainly: Guy's flaw is the step up: county law-enforcement leadership is real proof of competence and none of legislative record. We watch the step; we do not pretend it isn't one.
OUR CALL
LiberalMind endorses Tony Guy.
The geometry: a party-line incumbent with a strong résumé and no exception, in the thinnest Democratic district in the state, against a decade-proven elected sheriff from the district itself. If a Pennsylvania Democrat were going to earn the exception somewhere, it would take a documented break to do it — and Deluzio's file, for all its quality, does not contain one. Guy is the call.
