LiberalMind endorses Jessica Hart Steinmann — as unproven in elected office, and on watch
Election Day is Tuesday, November 3, 2026, and voting is already underway in Texas. This is the whole race — the records, the claims against each candidate, and what the sources actually show. Read the research, and decide which flaw you can live with.
The setup
Texas's 8th District covers the northern Houston exurbs — Conroe, Magnolia, and the Willis area.
This is an open seat by retirement. Rep. Morgan Luttrell (R), first elected in 2022, announced on September 11, 2025 that he would not run for re-election. Luttrell is a retired Navy SEAL.
The nominees are Jessica Hart Steinmann (R) and Laura Jones (D). Steinmann raised $2,441,284 through October 14, 2026.
On the new lines, the lean is safely Republican and it narrowed: reaggregation moves the district from Trump +33.9 on the old lines to Trump +27.6 on the new lines in 2024 presidential vote, and a second reaggregation puts new-lines Trump at 63.2% to 35.5%. The race carries Safe or Solid R ratings.
Jessica Hart Steinmann (Republican)
The record: Per her campaign biography as summarized in The Ballot Brief, Steinmann is an attorney; she is executive general counsel at the America First Policy Institute; and she directed a Justice Department victims office in 2020–2021. She is endorsed by Sen. Ted Cruz, outgoing Rep. Morgan Luttrell, and Lt. Gov. Dan Patrick, per Ballotpedia News primary coverage. She raised $2,441,284 through October 14, 2026. She has not held elected office.
Pros: A legal career that includes directing a federal victims office and serving as executive general counsel at a national policy institute, endorsements from the district's outgoing congressman and statewide Republican leaders, and fundraising that proves a serious campaign for an open seat.
Cons: There is no elected record to check. No votes in office, no legislative budget. The governing record voters can weigh is appointed and professional service, not elected service.
The flaw, plainly: Steinmann is unproven in elected office — a watch-closely posture under our rules, never a demerit. Voters are buying a direction, a résumé, and the judgment of the officials who endorsed her; all get audited against a first term.
Laura Jones (Democratic)
The record: Per her campaign biography as summarized in The Ballot Brief, Jones is a small business owner, an Army mom, and a lifelong Texan. She was also the 2024 Democratic nominee for this seat, losing to Luttrell 68.2% to 31.8% under the old lines.
Pros: A candidate who has run this race before and knows the district, a small business owner's ground-level experience, and the persistence to contest a difficult seat twice.
Cons: No service record in elected office exists in which a break with her party toward our values could be documented, and her one tested result in this district was a 68.2–31.8 loss under the old lines — lines more favorable to Republicans than the new ones, but not by enough to close a gap that size on the file.
The flaw, plainly: Jones asks voters to hand an open Republican seat to the opposing party's program on the strength of campaign biography and a previous run that lost by more than two to one, with no elected record to weigh.
OUR CALL
LiberalMind endorses Jessica Hart Steinmann — as unproven in elected office, and on watch.
An open seat in a district that is Trump +27.6 on the new lines. Steinmann brings an attorney's record, federal appointed service directing a DOJ victims office, and the outgoing congressman's endorsement; Jones brings a prior nomination and a heavy loss, with no documented break toward our values. Steinmann's lack of elected office is priced openly above: it is the reason for the watch, not a reason to hand the seat across the aisle.
